Establishes the rental assistance payment standard pilot program where the owner of a housing accommodation shall be entitled to charge and collect a rent equal to the maximum amount that the rental assistance program prescribes for like housing accommodations, subject to rent reasonableness calculations.
Provides for securities fraud whistleblower incentives and protections; defines terms; grants whistleblower awards for one or more whistleblowers who voluntarily provide original information to the attorney general that was the basis for a successful covered enforcement action; protects whistleblowers from retaliation; authorizes the attorney general to adopt any necessary rules and regulations; makes related provisions.
Directs the department of financial services, in consultation with the department of transportation to conduct a study and prepare a report on the fair market value of labor rates for services covered under motor vehicle insurance policies.
Establishes the downstate New York power authority to own and operate electricity service and acquire the distribution facilities formerly owned by any downstate utility corporation.
Relates to the calculation of child support; provides that child support amounts shall be calculated based on the non-custodial parent's income; excludes health insurance costs and federal and state income taxes paid from the calculation of income for child support calculation purposes; makes related provisions.
Prohibits the sale of children's products, mattresses and upholstered furniture containing fiberglass unless they contain a prominent label; defines children's product; prohibits custom upholsterers from repairing or restoring any children's product, mattress or furniture with parts that contain fiberglass; provides remedies for violations.
Allows for participants in World Trade Center rescue, recovery, or cleanup operations who were not members of a New York state retirement system at the time of such participation but who are now currently active members in such retirement systems to be eligible for disability benefits.
Enacts the "construction laborer insurance protection act (CLIPA)"; requires every policy or contract of insurance issued to an owner, contractor or subcontractor performing the work of erection, demolition, repairing, altering, painting, or cleaning of a building, structure or edifice to provide coverage for bodily injury and death of workers.
Authorizes insurance policies which provide coverage for prescription drugs where cost-sharing obligations are determined by category of prescription drugs to offer a program to insureds that utilizes rebates or discounts to lower an insured's cost-sharing for prescription drugs if the insured's cost-sharing under such program would be more favorable than the cost-sharing that would otherwise be applicable to the prescription drug.
Requires the superintendent of financial services to conduct a review of mandated benefits in effect as of December 31, 2024 and their impact on insurance premiums and to conduct a cost analysis of legislation mandating new insurance benefits to examine the impact on insurance premiums prior to the adoption of such legislation.
