Provides for an annual appropriation of state funds to RI emergency management agency to be distributed to coastal communities who are members of the Narragansett Bay Marine Task Force for the maintenance of boats providing services to Narragansett Bay.
Allows an out-of-state health care practitioner to provide telehealth services to a patient located in this state if the services are consistent with the practitioner's scope of practice and state and federal professional standards.

Requires hosting platforms offering short-term rental of residential property for tourist or transient use to disclose on listings the current, valid registration number and its expiration date.

Prohibits the civil arrest of any person who is attending court either on behalf of themselves or a family or household member. Any person who violates this act shall be subject to civil suit and for contempt of court.
Gives statewide juvenile hearing boards the authority to refer a juvenile offender to a rehabilitative driving course, as part of a disposition of an offense before the board. The order may be enforced by the traffic tribunal.
Requires safe storage of firearms/provides civil and criminal penalties for violations/adds rifles and shotguns to the types of firearms requiring a trigger lock to be included with purchase/requires firearms dealers post signs regarding safe storage.
Provides that prisoners who committed offenses prior to age 18 and sentenced as adults would be eligible for parole after completing 15 yrs of their sentence/does not lengthen their eligibility should prisoner be eligible for parole earlier than 15 yrs.
Expands the authority of the police officers commission on standards and training. It makes it applicable to the city of Providence. It creates and maintains a database containing records for each certified and decertified law enforcement officers.
Requires purchasers of firearms, to take and pass a basic firearm safety test and requires the firearm test administered by DEM be updated every two years, as deemed appropriate and repeals ยง 11-47-35.2.
