Establishes the crime of aggravated obstructing emergency medical services for conduct which obstructs the efforts of certain emergency services, personnel or systems while obstructing traffic or posing a risk of serious physical injury; permits forfeiture.
Directs the department of health to conduct a study on opening three new veterans nursing homes in New York state; provides for the repeal of such provisions upon expiration thereof.
Eliminates bail for all offenses; provides for imposition of restrictions and conditions and remand for certain offenses; directs consideration of a defendant's character, reputation, habits, mental condition, activities and history, and whether they pose a danger to themselves, another person or the community, when determining a securing order; creates the commission on public safety reform to issue a determination on which offenses should be eligible for pretrial detention.
Enacts "Brendon's law" to prohibit participation, including spectators within two hundred feet, of any motor vehicle speed contest, sideshow and street takeovers; authorizes seizure and forfeiture.
Prohibits all registered organizations, licensees, or permittees or other entities under the jurisdiction of the cannabis board from selling or delivering any edible cannabis products not in child resistant packaging.
Provides for the imposition of a sentence of life imprisonment without parole for defendants convicted of certain sex offenses against a child or mentally disabled person.
Establishes a claim for strict liability against the state for any injury caused by the administration of an immunization which is mandated by a state law; gives the court of claims the power and jurisdiction to hear such a claim.
Requires the metropolitan commuter transportation authority to contract with a certified independent public accounting firm for the provision of an independent, comprehensive, forensic audit of the authority to examine redundancies, inefficiencies, and the authority's governance system.
