Establishes the shovel-ready housing program under which certain municipalities, at their option, may pre-authorize parcels of property for the construction of housing; establishes a shovel-ready community tax rebate for taxpayers residing in municipalities that opt-in to the shovel-ready housing program; provides for annual apportionment to municipalities that have certified participation in the shovel-ready housing program.
Relates to unsealing unfounded child abuse and maltreatment reports upon a court order finding that justice requires the information in such reports is necessary for the determination of charges being investigated by a grand jury or for the purposes of prosecuting a violation of the penal law or otherwise necessary for the furtherance of justice.
Establishes the crime of aggravated offering of a false accusation against a peace officer or police officer for knowingly reporting false or baseless information relating to wrongdoing by a police or peace officer to a law enforcement agency; creates a private right of action for damages.

Increases driver safety training course requirements for D, M, and MJ license applicants; directs the commissioner of the department of motor vehicles to study the operation and safety of motorcycles, e-bikes, and scooters.
Enacts Josh's law; requires training plans be approved annually prior to implementation in modified and high school football by either the PSLA or NYSPHSAA, whichever is applicable; requires certain information regarding injuries be reported that occur during such practices.
