Allocates the Amistad commission to work alongside the department of education and on behalf of students in the state; repeals certain provisions relating to the Amistad commission; requires schools in the state to provide curriculum relating to Black history, slavery, and race.
Increases the fine on individuals who commit the crime of criminal contempt in the first degree to up to $150,000 if such crime was wilfully committed persistently and/or egregiously as determined by the court.
Directs every peer-to-peer mobile service to require users to create a personal identification code associated with the user's account that is required to be used when certain actions are taken and to require users to set a monetary amount for intended transfers above which the use of a personal identification number will be required to authenticate the user's identity.
Requires manufacturers of kratom products within the state to have a warning label that the product has not been approved by the federal food and drug administration and the products' side effects; prohibits labeling of kratom products as all natural.
Enacts the "assuring college campus and educational safety and support (ACCESS) act" relating to harassment of students and applicants at educational institutions; describes the circumstances under which harassment at educational institutions is an unlawful discriminatory practice; describes the circumstances under which an educational institution is deemed to have permitted harassment; describes additional circumstances under which a college or university is deemed to have permitted harassment.
Relates to the right to unemployment benefits based on employment with certain educational institutions, including the state university of New York, the city university of New York and public community colleges; clarifies the meaning of certain terms relating to such rights to unemployment benefits.
Requires a pharmacy benefit manager to pay a participating pharmacy at minimum at the national average drug acquisition cost (NADAC) rate, or at the pharmacy acquisition cost rate if greater or there is not a NADAC rate, plus a professional dispensing fee that is at minimum the professional dispensing fee paid under the state medical assistance program.
Relates to the assault of physicians providing direct patient care; provides that assault of physicians shall be assault in the second degree, a class D felony.
Provides for automatic issuance of identification cards to incarcerated individuals and assistance with obtaining copies of any documents needed to apply for identification cards, including, but not limited to, an incarcerated individual's social security card and birth certificate.
Relates to the determination of the status of an interim multiple dwelling unit as a protected occupant's primary residence by the loft board or a court of competent jurisdiction, or by registration of with the loft board; provides factors for consideration for such findings; restores certain landlord-tenant relationships severed prior to the effective date.
Prohibits the participation of certain animals in traveling animal acts; prohibits the department of environmental conservation from issuing permits or licenses allowing participation of certain animals in traveling animal acts; excludes certain permanent performing institutions; imposes a civil penalty not to exceed $1000 for a violation.
Prohibits libraries and library systems, including school libraries and school library systems from banning books or other materials based on partisan or doctrinal disapproval.
Prohibits the sale of bicycles with electric assist and electric scooters unless they are equipped with a fireproof battery container for the safe storage of the battery used as the principal electric power source.
