Establishes the safe water and infrastructure action program for the purpose of making payments toward the replacement and rehabilitation of certain existing local drinking water, storm water and sanitary sewer systems; applies to any county, city, town, village or public authority drinking water system, storm water system or sanitary sewer system within the state that is not under the maintenance and/or operational jurisdiction of a private entity.
Increases the minimum wage outside of New York city and the counties of Nassau, Suffolk, and Westchester; repeals certain provisions of law relating to exceptions to minimum wage increases.
Requires the court to consider a child's health and safety when making a decision regarding child custody and visitation; directs the court to review certain information as it relates to allegations of child abuse, domestic violence and child safety; requires the court to appoint an attorney to represent the child when credible allegations of serious risk to the child's safety have been made.
Standardizes the language across the relevant court acts to allow tenants statewide to sue in the county where the real property at issue is located in matters relating to a tenancy or lease; requires the Office of Court Administration to develop necessary forms, procedures and deliver a report.
Requires instruction in arts and music education to be incorporated into curriculums for all public school students; requires school districts to ensure that appropriately certified teachers are providing such education; authorizes rules and regulations consistent with such provisions.
Enacts the "Lieutenant Joseph Banish mental health act" which establishes a law enforcement peer support program to provide confidentiality for communications arising out of law enforcement peer support counseling; defines terms; provides exceptions for when a peer support communication may be disclosed.
Requires mandatory background checks for persons employed by or volunteering at any business, organization, or entity that regularly provides instructional, recreational or extracurricular services to minors, including but not limited to dance studios, gymnastic schools, martial arts academies, sports training facilities, music schools and performing arts schools, tutoring and academic enrichment centers; provides for enforcement and penalties; prohibits certain people from owning such businesses.
Directs the New York state energy research and development authority to establish a floating solar incentive and education program to provide information and resources including technical assistance, access to industry standards, and financing available through the authority or other public or private sector sources, to municipalities, developers, builders, design professionals, and potential owners for the construction of floating solar.
