Relates to providing information to patients and the public on policy-based exclusions; requires the commissioner of health to collect from each health care facility a list of its policy-based exclusions and publish such information on the department's website.
Permits a school food authority to attribute moneys spent on purchases of food products from New York state farmers, growers, producers or processors made for its school breakfast program to the thirty percent of costs for school breakfast and lunch service programs.

Relates to the dispensing of self-administered hormonal contraceptives; authorizes a licensed physician and a certified nurse practitioner to prescribe and order a non-patient specific order to a pharmacist licensed and located in the state for the dispensing of self-administered hormonal contraceptives.
Prohibits the use of intoxication of the victim as a defense in sex crimes where the victim is under the influence of any drug, intoxicant, or other substance to a degree which rendered the victim temporarily incapable of appraising or controlling such person's conduct and such condition was known or reasonably should have been known to a person in the actor's situation.
Relates to annual teacher and principal evaluations; provides that no school district shall be eligible for an apportionment of general support for public schools appropriated in excess of the amount apportioned such school district unless it has either adopted a plan for the annual professional performance review of its classroom teachers and building principals or has submitted documentation demonstrating that it has fully implemented the standards and procedures for conducting annual teacher and principal evaluations.
Establishes a non-trail snowmobile registration for snowmobiles which shall be used solely for the purpose of gaining access to hunting and fishing areas; requires a $25 registration fee, $15 of which shall be deposited in a snowmobile trail development and maintenance fund.
Establishes a career and technical education (CTE) diploma; establishes a CTE pathway to a diploma shall be based on a curriculum designed to provide students with technical skills and shall demonstrate that the student is ready for a career as determined by regulations of the commissioner.
Adds arts and music education as a common school branch that should be incorporated into the public school curriculum to provide a more well-rounded education for children.
