Relates to requiring the use of project labor agreements for large scale construction projects under the state university construction fund; provides an exception to such requirement may be granted; provides that the fund may require every contractor become party to a project labor agreement.

Authorizes certain health care professionals licensed to practice in other jurisdictions to practice in this state.

Expands eligibility under the veterans tuition awards program to all New York resident veterans, regardless of combat service.

Relates to the taxation of vapor products; provides for the licensing of vapor products distributors; imposes certain tax return filing requirements on vapor products distributors; provides for enforcement powers.

Authorizes persons in control of public school buildings to request the cancellation of the designation of such building as a polling place.

Relates to the automatic identification of elderly pharmaceutical insurance coverage program enrollees who are eligible for HEAP and automatic enrollment of such eligible enrollees in HEAP.

Establishes a committee to study the feasibility of funding a kindergarten to college/career ready program and a universal college savings account.

Extends provisions allowing BOCES to enter into private leases for real property.

Requires the municipal police training council to ensure that issues related to motorcycle profiling are addressed in basic law enforcement training.

Defines therapeutic agriculture for the purposes of community gardens as the use of agricultural activities as a means of promoting physical, mental and emotional well-being, rehabilitation and therapy for certain individuals.

Provides for the types of damages that may be awarded to the persons for whose benefit an action for wrongful death is brought.

Expands the definitions of surplus agricultural products and processed products for the purposes of the Nourish New York program to include certain milk and other non-alcoholic farm produced beverages.

Requires the community gardens task force to conduct an assessment of all community gardens located on publicly owned land in the state to facilitate each eligible garden's designation as a critical environmental area.
