Provides for the development of an environmental health tracking system within the department of health with cooperation from the departments of environmental conservation and labor; provides that the purpose is to gather various environmental data to correlate with disease data; requires the cooperation of the state university of New York schools of public health at Albany and Buffalo.
Provides for the protection of health information; establishes requirements for communications to individuals about their health information; requires either written consent or a designated necessary purpose for the processing of an individual's health information.
Limits the amount of rent increases for residential ground lease cooperative apartment buildings; establishes certain rights upon the expiration of such leases.
Requires full family service restroom facilities in public buildings to permit a caregiver to attend to the sanitary and hygienic needs of any person affected by any combination of physical and/or cognitive disabilities.
Prohibits the sale of second-use lithium-ion batteries intended for use in a bicycle with electric assist, an electric scooter or a limited use motorcycle; provides penalties for violations.
Provides for the designation by a general hospital of persons to identify infectious disease processes, conduct surveillance and epidemiologic investigations, and develop plans to prevent and control the transmission of infectious agents within general hospitals.
Relates to requiring the use of project labor agreements for large scale construction projects under the state university construction fund; provides an exception to such requirement may be granted; provides that the fund may require every contractor become party to a project labor agreement.
Extends certain provisions relating to a partial tax abatement for residential real property held in the cooperative or condominium form of ownership in a city having a population of one million or more.
Relates to establishing an abatement and exemption from real property taxes for capital improvements to reduce carbon emissions; establishes an energy efficiency improvement board to approve the abatements and exemptions.
Establishes a task force on missing women and girls who are black, indigenous and people of color (BIPOC) to develop policy changes that will work to address the lack of care and concern for missing and murdered BIPOC women and girls with New York state governmental agencies.
Provides that monies may not be withdrawn from the revenue stabilization fund of the city of New York in any fiscal year unless the mayor has certified that there is a compelling fiscal need, including a national or regional recession of at least two quarters of declining real gross city product, a natural or other disaster, including terrorist attacks, or a declared state of emergency in the city of New York or the state of New York.
