Enacts "Chelsey's law"; provides that a person commits the crime of manslaughter or aggravated manslaughter when he or she knows or has reasonable grounds to know that a controlled substance is likely to cause the death of another person and sells, administers, delivers, or causes the delivery of a controlled substance to another person and such substance causes, contributes to, or aids in the death of such other person.
Adds xylazine to the depressants designated as controlled substances with the exception of use in cattle or other nonhuman species if approved by the federal food and drug administration.
Permits award of crime victim assistance funds to victims of overdoses, where such overdoses cause death and were the result of deception, surreptitious delivery, or third-party administration of a controlled substance.
Enacts "the combating campus antisemitism act"; prohibits the granting of tuition assistance awards to any student who has knowingly engaged in promoting antisemitism in a manner that is directed to inciting or producing imminent lawless action and is likely to incite or produce such action, that constitutes "true threats"; makes related provisions.
Relates to requiring coverage for volunteer firefighters for full cancer screenings upon entry of service to a fire department or fire company and annually thereafter; provides that the costs of such screenings shall be covered by the state.
Authorizes the Long Island rail road commuter's council to study technologies which would allow seamless communication between fire departments and the Long Island rail road to improve passenger safety and emergency response efficiency.
Authorizes the commissioner of the office of children and family services to conduct a study that examines barriers to the creation of child care providers and provide recommendations thereto to facilitate the creation of new child care providers.
Relates to the establishment of a non-traditional hours model; provides that the office of children and family services shall: create a non-traditional hours model within a year, publish its findings on its website, and conduct a review of child care providers and centers that use such model.
Requires law enforcement and courts to notify the United States Immigration and Customs Enforcement agency (ICE) when an arrested person or defendant is not a United States citizen; adjusts certain maximum sentences for class A misdemeanors and unclassified misdemeanors; requires notification to be made to the United States Immigration and Customs Enforcement agency prior to the release of certain noncitizens; repeals provisions of the "protect our courts act".
Relates to the establishment of a waiver for child care learning pods; provides that unlicensed and unregulated child care learning pods may operate if there are otherwise no violations of laws or codes, rules, and regulations of New York and such child care learning pod is compliant with the local laws, codes, rules, and regulations of such local municipality in which they are located and operated; provides for civil penalty for violations.
Requires the office of children and family services implement a regional cost factor analysis for child care subsidies; requires social service districts implement such findings.
Requires school boards to make the final decision on whether to keep, remove, or restrict access to an instructional material in a school library; establishes a review process for formal complaints concerning instructional materials that are the subject of complaints.
