Expands the authority of the police officers commission on standards and training. It makes it applicable to the city of Providence. It creates and maintains a database containing records for each certified and decertified law enforcement officers.
Encourages and protects the freedom of public libraries to acquire materials without limitations and prohibits materials being removed from public libraries due to partisan or doctrinal disapproval.
JOINT RESOLUTION TO APPROVE AND PUBLISH AND SUBMIT TO THE ELECTORS A PROPOSITION OF AMENDMENT TO THE CONSTITUTION -- JURY NULLIFICATION AS PROPER TRIAL DEFENSE ARGUMENT (This joint resolution would propose to the voters a constitutional amendment which would allow a criminal defendant to argue jury nullification as a defense.)
Provides the state would cover dialysis for the treatment of end stage renal disease ("ESRD") and kidney transplants for persons who do not qualify for full Medicaid due to their immigration status.
Exempts schools or school districts subject to an intervention for failing schools from the withholding of aid provisions for infractions related to nonpayment of tuition owed by one community to another.
Establishes a compact agreement among at least two (2) states to prohibit the use of subsidies to selectively retain industry or company entice relocation from one state to another state or to open a new facility.
Repeals provisions that assess costs for women in the community corrections program for women offenders and repeals the crime of loitering for prostitution.
Eliminate all exceptions to the provision that all employees are to be paid weekly except for employees of the state and its political subdivisions, municipal governments, and non-profit organizations with less than twenty-five (25) employees.
Funds the state crime victim compensation program through an additional one dollar ($1.00) fine on traffic violations, exclusive of violations related to the parking of vehicles.
JOINT RESOLUTION MAKING AN APPROPRIATION OF $500,000 TO THE RHODE ISLAND BLACK BUSINESS ASSOCIATION (This resolution would authorize the appropriation of the sum of $500,000 to the Rhode Island Black Business Association.)
