Establishes minimum compensation standards for the reimbursement of home health agencies and persons employed thereof; directs the commissioner of health, in consultation with the commissioner of the office for people with developmental disabilities to develop methodologies to determine such minimum compensation standard.
Enacts the "stop Anti-Semitism on college campuses act" to ensure no state aid is granted to any college or university that authorizes, facilitates, provides funding for, or otherwise supports any event promoting Anti-Semitism on campus; defines "Anti-Semitism".
Prohibits the administration of COVID-19 mRNA vaccinations; requires the department of health to conduct a study and make recommendations on the benefits and risks of the administration of such vaccines; requires a self-controlled case series to be completed; makes related provisions.
Provides that on and after April first, two thousand twenty-five, the department of health shall reimburse municipalities in an amount of sixty-six percent or more for the costs of early intervention services; directs the commissioner of health to review rates of reimbursement for early intervention services.
Provides free hunting, fishing, and trapping licenses for residents who participated in the World Trade Center rescue, recovery, or cleanup and who suffered a permanent disability.
Allows for certain rules and regulations to be waived in order to promulgate collaboration between mental health providers to develop programs for the benefit of the mentally ill.
Makes an appropriation of seven million dollars over seven years to the Island Park School District for the purpose of stabilizing the Island Park School District and offsetting a loss of tax revenue.
Relates to punitive measures and the collection of student loans and suspension and revocation of tuition assistance awards for individuals found guilty of anti-Semitism.
Prohibits state funding of any degree-granting institution of higher education if such institution permits terrorist organizations or activities in support of such organizations on campus; prohibits any student group or organization of receiving funding from the degree-granting institution if such group or organization directly or indirectly promotes, encourages, advocates, or engages in any terrorist advocacy or activities on campus.
Requires the office of renewable energy siting to develop standards and conditions for the siting of certain large scale renewable energy systems; requires approval of municipalities to such siting plans.
