Requires the state to reimburse municipalities for loss of real property tax revenue resulting from the establishment of community residential facilities for the disabled.

Requires the public service commission to notify any municipality or government entity proposing to acquire title to and transfer ownership of the complete system of street light luminaires or fixtures, all supporting infrastructure, and associated electric circuitry of the health hazards, the lack of United States Food and Drug Administration regulation of light emitting diodes, "LED", lighting products, and the requirement that municipalities that operate LED street lights are required to publish an American with disabilities accommodation plan.
Directs the commissioner of health and the president of the New York state energy research and development authority (NYSERDA) to study and make recommendations on the impacts of electric vehicles on personal medical devices.
Establishes minimum compensation standards for the reimbursement of home health agencies and persons employed thereof; directs the commissioner of health, in consultation with the commissioner of the office for people with developmental disabilities to develop methodologies to determine such minimum compensation standard.
Enacts the "stop Anti-Semitism on college campuses act" to ensure no state aid is granted to any college or university that authorizes, facilitates, provides funding for, or otherwise supports any event promoting Anti-Semitism on campus; defines "Anti-Semitism".
Prohibits the administration of COVID-19 mRNA vaccinations; requires the department of health to conduct a study and make recommendations on the benefits and risks of the administration of such vaccines; requires a self-controlled case series to be completed; makes related provisions.
Provides that on and after April first, two thousand twenty-five, the department of health shall reimburse municipalities in an amount of sixty-six percent or more for the costs of early intervention services; directs the commissioner of health to review rates of reimbursement for early intervention services.
