Establishes the New York children's online safety act; requires operators of covered platforms to conduct age verification to determine whether a user is a covered minor; requires operators of covered platforms to utilize certain default privacy settings for covered minors; requires operators of covered platforms to require parental approval of certain activity related to a covered minor's covered platform account.
Includes consideration of evidence of recent acts of aggravated cruelty to animals as a factor to be considered when determining whether grounds for a temporary extreme risk protection order exist.
Requires peer-to-peer car sharing programs provide insurance coverage in amounts equal to the financial responsibility requirements set forth in section three hundred eleven of the vehicle and traffic law; removes requirements relating to requiring additional insurance coverage.

Provides for automatic voter registration and pre-registration for persons applying for certain department of motor vehicles documentation, and for persons applying for or re-enrolling in Medicaid; allows individuals to decline such automatic registration and pre-registration.
Establishes an emergency aid grant matching program to provide matching funds to campuses of the state university of New York and the city university of New York for the provision of emergency aid grants to eligible students.
Directs the metropolitan transportation authority, in conjunction with the New York city transit authority, to develop weekly and monthly tickets valid for optional, discounted transfers between such authorities.
