Allows for investment advisers and firms to disclose potential financial exploitation of elderly and vulnerable adults to the commissioner of the department of financial services and to halt disbursements from an account if an adviser or firm believes that financial exploitation is occurring.
Prevents consideration of an increase in the minimum wage until December 31, 2025 outside of the city of New York and outside the counties of Nassau, Suffolk, and Westchester.
Prohibits statewide elected officers and certain appointed officers from receiving compensation for any book or other published work written during the course of their term of service.
Requires electors to vote for the presidential and vice presidential candidates in a manner representing the plurality of votes in each congressional district.
Prohibits ballot harvesting; prohibits a person from submitting an application for an absentee ballot on behalf of a voter without notarized consent; permits family members, caregivers and other officials to submit applications.
Restores the legislative checks and balances to any emergency declaration that exceeds forty-five days; ensures judicial due process rights for any action that impairs fundamental constitutional rights by limiting the powers of the governor to suspend laws during a state disaster emergency; requires a specification and explanation of which municipalities are affected by such suspension of laws.
