Establishes an electronic military ballot application and military ballot transmittal system through which applicants may apply for a military ballot and return a marked military ballot, online.
Requires at least one full-time guidance counselor to be employed in each elementary, intermediate, middle, junior and senior high school throughout the state; sets duties of guidance counselors.
Establishes a course of instruction and learning expectations on climate education in all public pre-kindergarten, elementary and secondary schools which shall include various principles and concepts including environmental justice.
Creates the crime of stalking a police officer or peace officer when a person intentionally, and for no legitimate purpose, engages in a course of conduct directed at a specific police officer, peace officer or a person who he or she knows or reasonably should know is a member of such officer's immediate family, and knows or reasonably should know that such conduct is likely to cause reasonable fear of material harm to the physical health, safety or property of such officer or member of such officer's immediate family; makes stalking a police officer or peace officer a class E felony; requires the posting of bail; makes related provisions.
Restricts the sale of ammunition to only individuals authorized to possess such weapon; creates the no-gun database under the division of criminal justice services.
Expands the eligibility period for indigent legal service attorneys to receive certain loan forgiveness; increases loan reimbursement for certain attorneys who work in legal services with indigent clients.
Establishes a novel virus essential workers scholarship program to award annual scholarships to essential employees who worked during the outbreak of novel coronavirus disease 2019 (COVID-19) or during the outbreak of another novel virus and children of essential employees who have died as a result of contracting COVID-19 or another novel virus.
Directs the independent developmental disability ombudsman program to establish a service delivery structure based in New York state that includes a toll-free telephone hotline, an interactive website, and availability of in-person, telephone and email access to ombudsman program staff or volunteers; to provide assistance for navigating and completing processes; to assist individuals in filing and preparing appeals; to assist individuals with any problems encountered; and to educate individuals on their rights and responsibilities with respect to access to services provided by the office for people with developmental disabilities and care coordination provided by health homes serving individuals with developmental disabilities or services provided by other providers.
Requires public institutions and buildings to be equipped with opioid antagonists; directs the commissioner of general services to promulgate regulations to address the appropriate number of opioid antagonists for such buildings based on the size or occupancy of the buildings, the training of personnel and use of opioid antagonists, and any other matter deemed necessary.
Establishes the crime of forcible touching of a correction officer; increases criminal penalties for certain sexual offenses committed against correction officers when such correction officer is acting in the course of their employment.
Lowers the blood alcohol concentration required for driving while intoxicated from .08 of one per centum to .05, and for aggravated driving while intoxicated from .18 per centum to .12.
Establishes an Alzheimer's disease outreach and education program for medical and non-medical professionals to promote earlier identification of Alzheimer's and to provide information and other assistance in finding community support for caregivers.
Establishes the school district cyber crime prevention services program to provide school districts with information on strategies, best practices and programs offering training and assistance in the prevention of cyber crimes in school districts or otherwise affecting school districts; provides that information on eligibility and applications for financial assistance be made available to school districts; authorizes the New York state urban development corporation to provide loans, loan guarantees, interest subsidies and grants to school districts for the purpose of preventing cyber crimes against school districts.
