Requires instruction in civic education for grades 5 through 12 including instruction on the NYS constitution; federal, state and local government; civic literacy; methods of public participation; and the rights and responsibilities of citizenship.
Provides certain legal protections for reproductive health service providers who provide legally protected health activities including protection from extradition, arrest and legal proceedings in other states relating to such services; restricts the use of evidence relating to the involvement of a party in providing legally protected health activity to persons located out-of-state.

Prohibits the formation of a subsidiary of a public authority without prior approval of the legislature; allows the formation of a subsidiary of a public authority without prior approval of the legislature if such public authority files a written notice sixty days prior to the organization of such subsidiary with the governor and the legislature.
Requires certain eligible persons or entities to acquire and possess opioid antagonists for emergency treatment of a person appearing to experience an opioid-related overdose.
Deems a person who engages in sexual conduct during the period of their probation with his or her supervising probation officer as being incapable of consent.
Directs the department of civil service to conduct a study on competitive examinations for public employment held by the state department of civil service and by municipal commissions to determine whether the contents of such examinations have a discriminatory effect on minority examinees; requires a report on such findings to be delivered to the governor and legislature.
Requires the establishment of a one hundred percent clean energy system by 2032; requires the adoption of a climate action plan; establishes the renewable energy revolving fund; provides for legal standing to sue for enforcement of the state clean energy plan.
