Establishes the empire state performance commission in the executive department for the purpose of designing and advising the governor and the legislature on the implementation of a performance-management and performance-budgeting system.
Imposes a tax on corporate lobbying expenditures; imposes a tax of 35% on corporate lobbying expenditures above $100,000 and below $500,000; imposes a tax of 60% on corporate lobbying expenditures above $500,000 and below $1,000,000; imposes a tax of 75% on corporate lobbying expenditures above $1,000,000.
Relates to promoting inmate voter registration and voting by incarcerated people; requires the department of corrections and community supervision to distribute a voter information guide and hold voter information and registration clinics for incarcerated people every other year.
Relates to the purchase of cleaner vehicles for use by state agencies; defines terms; provides that on and after January 1, 2024, one hundred percent of all new light-duty vehicles purchased by state agencies shall be alternative fuel motor vehicles with the exception of specialty, police or emergency vehicles as designated by the division of the budget; requires the governor's clean vehicle council to prepare a report detailing how such agencies shall purchase, allocate, distribute and utilize bio-diesel in state vehicles; makes related provisions.
Requires that consumer reporting agencies contact consumers when a request is made for their consumer reports; requires consumer reporting agencies to provide the consumer with information pertaining to the entity that requested the consumer report.
Prohibits residential landlords from charging tenants a fee for a dishonored rent check in excess of the actual costs or fees incurred by such landlord as a result thereof, provided such dishonored check fee was included in the initial lease.
Requires air quality monitoring of certain major mass transportation projects that involve an excavation operation within a city having a population of one million or more.
Repeals the rebates for stock transfer tax paid; dedicates funds of the stock transfer tax fund and stock transfer incentive fund to various funds; establishes the safe water and infrastructure action program.
Requires the board of education and the trustees or sole trustee of every school district to establish policies and procedures regarding the treatment of transgender or gender non-conforming students.
Aligns utility regulation with state climate justice and emission reduction targets; repeals provisions relating to continuation of gas service; repeals provisions relating to the sale of indigenous natural gas for generation of electricity.
Requires comprehensive sexuality instruction for students in grades K-12 which includes a model curricula for comprehensive sexuality education and at a minimum conforms to the content and scope of national sexuality education standards.
Establishes in the city of New York a bicycle lane safety program to enforce certain restrictions on the use of protected bicycle lanes by means of bicycle lane photo devices.
Prohibits police and other governmental entities from creating fake electronic communication service accounts, or from collecting or using an individual's account information; establishes a private right of action for a violation of such provisions.
Prohibits landlords from including additional services in a tenant's base rent; provides that additional services include cable television, internet services, and garage usage.
