Enacts the low impact landscaping rights act, preventing homeowners' associations from adopting or enforcing any rules or regulations that would effectively prohibit, or impose unreasonable limitations on, the installation or maintenance of low impact landscaping.
Relates to returnable bottles; adds noncarbonated soft drinks, certain noncarbonated fruit or vegetable juices, coffee and tea beverages, carbonated fruit beverages and cider to the definition of "beverage"; provides that beginning April 1, 2026, the handling fee will be six cents for each beverage container accepted by a deposit initiator from a dealer or operator of a redemption center.
Caps the amount of taxes a senior has to pay on his or her real property at the amount such individual paid in the year in which he or she turned 65; provides that the individual claiming the limitation must be the owner of the property and must reside in the property for at least seventy-five percent of the year.
Relates to the purchase of zero-emission buses and the procurement of electric-powered buses, vehicles or other related equipment and infrastructure; requires public utilities to have infrastructure, capacity, facilities, and transmission and distribution systems needed to supply power for the charging of zero-emission buses and provides a tariff for charging of electric buses.
Creates parity for incarcerated individual telephone services for international calls to family members outside continental United States, Canada, U.S. Virgin Islands, Puerto Rico, Guam or Central Northern Mariana Islands by requiring identical restrictions on the duration or number of phone calls and use of unit or facility phones made available to incarcerated individuals who are calling family members who are not outside continental United States, Canada, U.S. Virgin Islands, Puerto Rico, Guam or Central Northern Mariana Islands.
Prohibits certain food additives and food color additives; provides that in an action to enforce compliance, the recognition by the federal food and drug administration of any of these substances as safe may not be alleged as a defense.
Enacts a mattress collection program; requires mattress producers to establish a plan for the convenient and cost-effective recycling of used mattresses.
Prohibits the operation of NYC transit authority subways or trains without at least one conductor on board; requires a conductor on any subway or train operated by such authority whenever the subway or train has more than two cars attached to the engine.
Allows an individual with disabilities or a disabled veteran to hold full-time or part-time positions for purposes of eligibility for recruitment for state employment.
Requires the department of corrections and community supervision to create a family reunion program to provide eligible incarcerated individuals and their families the opportunity to meet for an extended period of time in a residential setting.
Expands who may visit local correctional facilities to include accompanying staff of legislative members and members of the department of corrections and community supervision requested by a legislative member.
Establishes visiting policies for incarcerated people, to provide incarcerated people opportunities for personal contact with relatives, friends, clergy, volunteers and other persons to promote better institutional adjustment and better community adjustment upon release.
Prohibits the knowing sale of xylazine to persons under the age of 21 and without proof of the intended use for institutional, veterinary, or scientific purposes.
Requires SUNY and CUNY campuses to hire energy management, materials management, and sustainability education and engagement employees at each SUNY and CUNY campus in numbers proportionate to campus size.
