Prohibits the use of credit history checks to ascertain the payment status of a student loan of an applicant for employment for the purposes of making hiring decisions except where otherwise mandated by law.
Enacts the "schools impacted by gross highways (SIGH) act"; prohibits the commissioner of education from approving the plans for the erection of any new schoolhouse within five hundred feet of a controlled-access highway unless the commissioner of education determines that space limitations are so severe that there is no other site to erect such new schoolhouse, and there are adequate engineering controls to address air quality; makes related provisions.
Prohibits fees for any service rendered through a banking organization relating to the use of an electronic benefit transfer card issued by the state or certain departments or agencies thereof.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an affected employee, whistleblower, representative organization or an organizational deputy to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Directs the chief administrative judge of the New York unified court system to conduct a study on the office of court administration's housing court guardian ad litem program and to publish a report on such study.
Prohibits motor vehicle manufacturers and dealers from charging a subscription fee for certain functions of a motor vehicle after the vehicle is sold; provides that any manufacturer, dealer, or agent of a manufacturer or dealer that fails to comply with such requirements shall be assessed a civil penalty not to exceed two hundred fifty dollars per point of sale for each violation.
Establishes the New York State social housing development authority as a public benefit corporation to increase the supply of permanently affordable housing in the state through the acquisition of land and renovation or rehabilitation of existing real property, and through the construction of new, permanently affordable housing.
Increases the minimum wage outside of New York city and the counties of Nassau, Suffolk, and Westchester; repeals certain provisions of law relating to exceptions to minimum wage increases.
Provides for medicaid reimbursement for ambulance services when treatment in place is administered and/or when transportation is provided to alternative health care settings instead of a general hospital.
Requires food distributors that accept SNAP benefits to establish a mechanism to apply available coupons or discounts to purchases made by eligible recipients of SNAP benefits without such recipient being required to provide a physical coupon.
Provides that the commissioner of labor shall notify the chairman of the state liquor authority of certain violations of the labor law relating to wages and hours of labor; provides that the chairman of the state liquor authority shall suspend certain liquor licenses of such employers in violation of such provisions.
