Requires motorists to exercise care to avoid colliding with any domestic or companion animal; increases fines and penalties for causing such injury and for leaving the scene of injury to certain animals without reporting.
Relates to claims for unjust conviction and imprisonment and the availability of certain benefits and entitlements to exonerees; allows for sealing of records, payment of awards and payment of attorney's fees; repeals certain provisions relating thereto.

Authorizes the New York state environmental facilities corporation to award grants and loans to community water systems and non-community water systems for water quality projects that relate to the removal of perfluoroalkyl and polyfluoroalkyl substances (PFAS).
Provides that cities having a population in excess of one million shall not supersede state provisions relating to the state law prohibition on individuals standing or parking a vehicle within twenty feet of a cross walk at an intersection.
