Eliminates the zero-emission school bus mandate; authorizes the New York state energy research and development authority conduct a study to determine the feasibility of converting school busses to zero-emission vehicles.

Establishes the veterans' services organization capital support program to provide funding to eligible entities for payment of the capital costs of construction, improvement, repairs, rehabilitation, or reconstruction of facilities owned by eligible entities, and for the acquisition of related equipment with a useful life of not less than ten years; appropriates a sum of $10,000,000 therefor.
Allows courts to consider the risk of continued substance abuse and likelihood of serious harm to the principal when considering committing such principal to the custody of the sheriff.

Phases out certain reimbursements for expenditures made by or on behalf of social services districts for medical assistance for needy persons, beginning with a 10% reduction for 2024, and ending with a 100% reduction for 2033, and remaining eliminated for each year thereafter.
