Designates a portion of the state highway system as the "Trooper Theodore A. Dobbs Memorial Bridge" in the village of Westbury, town of North Hempstead, county of Nassau.
Prohibits the enactment of unfunded mandates for a period of three years; instructs the state comptroller to conduct a report on the annual fiscal impact enacted state legislation has on the revenues and expenses of local municipalities.
Provides that being eighteen years old or more, while in the course of committing rape in the first, second or third degree, criminal sexual act in the first, second or third degree, sexual abuse in the first degree, aggravated sexual abuse in the first, second, third or fourth degree, or incest in the first, second or third degree, against a person less than eighteen years old, he or she intentionally causes the death of such person.
Relates to allocating two hundred fifty thousand dollars to each member of the assembly for the purpose of compensating employees and staff of such member.
Enacts the "just energy transition act"; creates the just energy transition task force; requires a study of competitive options to facilitate the phase-out, replacement and redevelopment of New York state's oldest and most-polluting fossil-fueled power generation facilities and their sites by the year 2040.
Entitles each member of the legislature to bring one statewide piece of legislation of his or her choosing to the floor for a vote without a home rule message and committee review during each two-year term.
Creates a temporary state commission to study and investigate how to regulate artificial intelligence, robotics and automation; repeals such commission.
