Relates to the length of time that a person on a visa can hold a New York state driver's license or learner's permit; provides that driver's license or learner's permit shall expire upon the expiration of a visa or upon the date the driver's license or learner's permit would normally expire whichever date first occurs.
Relates to creating a racing fan advisory board to provide advice to the state racing and wagering board on issues related to horse racing and wagering; establishes an I Love NY Racing promotion and the New York State Horse Racing Farm of the Year Award.
Amends the definition of sports wager to include other things of value; changes the licensing requirement for mobile sports wagering operators; provides the state shall by no later than January 31, 2024 have fourteen operators and by January 31, 2025 have sixteen operators; provides tax rates shall be determined based on the number of operators.
Relates to licensed pet breeders and brokers; requires a pet dealer to only purchase a dog or cat for resale from a breeder or broker licensed by the United States department of agriculture or exempt from United States department of agriculture licensing per United States department of agriculture regulation, and such breeder or broker shall be in possession of all other licenses required for a breeder or broker by the state in which such breeder or broker is located.
Limits certain regulations or orders promulgated by the superintendent; provides that the department of financial services shall issue a report on the effects that its suitability and best interest in life insurance and annuity transaction regulations have had on the term life insurance market.
Relates to medically fragile young adults and pediatric specialized nursing facilities; allows for such young adults to remain in such facilities from age twenty-one until age thirty-six.
Requires each branch of state government and political subdivision of the state to establish and abide by a code of ethics; requires ethics commissions; sets standards for codes.
Relates to charter schools; clarifies the transparency and accountability of charter schools and provides fiscal relief to the school districts where charter schools are located.
