Nullifies agreements which prohibits a dealer, who either directly or through an affiliate owns a service station including the tanks and pumps or where a dealer provides environmental pollution insurance coverage for the tanks and pumps of not less than one million dollars in the aggregate and who dedicates a tank for sale of unbranded motor fuel, or any provision of a franchise with a refiner which prohibits a distributor from purchasing or selling unbranded motor fuel from a person or firm other than the refiner or limits the quantity of such unbranded motor fuel to be purchased from another person or firm or any provision of a franchise which directly or indirectly discourages a dealer or distributor from purchasing or selling such unbranded motor fuels from another person or firm.
Relates to apportioning aid for career in education in school districts located in a city with a population between 62,000 and 65,000 or between 67,000 and 70,000 as recorded in the 2010 census.
Establishes training and registration requirements for kidney dialysis patient care technicians; provides such training shall include clearly defined criteria for annual evaluations.
Directs the superintendent of financial services to promulgate rules and regulations limiting the use of credit scores to determine automobile insurance premiums.
Enacts the New York state excess food act which provides for mandatory donation of consumable food products; provides mandatory composting of appropriate materials; establishes the New York state excess food fund which will be funded by fines collected from violations of the New York state excess food act.
Establishes an office of special education services within the state education department to administer programs for children with disabilities to be headed by an assistant commissioner appointed by the board of regents.
Provides that prior year claims due to school districts shall be paid out of any excess settlement amount recovered by the attorney general prior to being apportioned to the general fund.
Ensures that insurers are permitted to offer loss prevention programs as long as such programs are offered to the general public and the insurer's policyholders.
Relates to reimbursement for ambulance services; requires insurers to submit payments directly to ambulance providers who are in-network or, for out-of-network ambulance providers, requires the issuance of a joint check to the insured specifying both the insured and the ambulance provider as payees.
