Relates to the application of certain provisions relating to commercial financing; provides that liability shall not be imposed on a provider if the actual annual percentage rate charged by the provider differs from the estimated annual percentage rate disclosed by the provider acting in good faith.
Provides for the regulation of buy-now-pay-later lenders; requires such lenders to be licensed; establishes prohibited acts, limitations on loans, and consumer protections.
Establishes the New York state cryptocurrency and blockchain study task force to provide the governor and the legislature with information on the effects of the widespread use of cryptocurrencies and other forms of digital currencies and their ancillary systems, including but not limited to blockchain technology, in the state.
Establishes the college of renewable energy and sustainability in the city university of New York which shall offer majors relating to the field of renewable energy and sustainability.
Prohibits state officers and employees from official involvement with a state project where the officer or employee acted as a consultant on such project.
Prohibits the diminution of health insurance benefits of public employee retirees and their dependents or reducing the employer's contributions for such insurance; defines employers to include the state, municipalities, school districts, and public authorities and commissions.
Relates to requiring state and municipal agencies to purchase compostable single use tableware; requires state and municipal agencies purchasing single use tableware to purchase single use tableware made from material that is compostable unless there is no affordable compostable product available.
Requires any information or data produced internally or by an outside consultant used by the governor, the division of the budget, the department of health or any other relevant state agency to justify such reduction be made available to elected officials prior to funding reductions for hospitals and nursing homes.
Requires the commissioner of education to make a report on the extent of all existing resources and best practices available for swimming instruction classes in public schools and establish a working group on swimming education.
Establishes the New York state commission on economic inequality, equal opportunity, and competitiveness; provides such commission shall investigate, evaluate and make recommendations concerning how to work toward reducing economic inequality, eliminating poverty, achieving equal opportunity and full employment, and boosting economic competitiveness and growth.
Makes tuition free for New York state residents at SUNY and CUNY schools and community colleges; requires state residency and employment for a period of five years after completion of academic program.
