Eliminates the zero-emission school bus mandate; authorizes the New York state energy research and development authority conduct a study to determine the feasibility of converting school busses to zero-emission vehicles.
Provides that for aid payable in the two thousand twenty-five--two thousand twenty-six school year, the library materials factor shall be eleven dollars; provides that for each following school year, the library materials factor shall be determined on an annual basis to reflect the percentage increase in the consumer price index.
Requires law enforcement and courts to notify the United States Immigration and Customs Enforcement agency (ICE) when an arrested person or defendant is not a United States citizen; adjusts certain maximum sentences for class A misdemeanors and unclassified misdemeanors; repeals provisions of the "protect our courts act".
Exempts farmers from commercial driver's license (CDL) requirements when operating a covered farm vehicle within one hundred fifty miles of such farmer's farm.
Directs the department of transportation to create a system, whether through stickers, decals, or otherwise, so that trucks only have to go through one department of transportation safety checkpoint per day.
Excludes persons who, not having entered a lease or license for such dwelling with the rightful owner, enters into a dwelling unit, onto real property or otherwise settles on land or occupies real property without title, right, permission of the rightful owner, or payment of rent accepted by the rightful owner from the definition of "occupant" for the purposes of unlawful eviction.
Adds to the definition of trespassing in the third degree, not having entered a lease or license for such building or real property with the rightful owner, enters or remains in such building or upon such real property or otherwise occupies such building or real property without title, right, permission of the rightful owner, or payment of rent accepted by the rightful owner.

Exempts the residency requirement for certain assistant district attorney positions within Saratoga County; provides such exemption does not apply to the positions of first assistant district attorney or chief assistant district attorney.
Authorizes the commissioner of the department of civil service to reinstate Jarrod Iler on the eligible civil service list for employment as a police officer in the city of Saratoga Springs.
