Directs the division of homeland security and emergency services to conduct a study on the public safety implications of the electrification of buildings and transportation in the context of emergency response and to issue a report on the findings and recommendations as a result of such study; exempts emergency services vehicles and heavy equipment from the requirements of the climate leadership and community protection act of 2019; prohibits the use of battery packs which contain cobalt mined components for primary propulsion of emergency services vehicles.
Prohibits the elimination of building systems or equipment used for the combustion of fossil fuels, including, natural gas, propane and fuel oil in new building construction.
Requires that any rules or regulations promulgated by the department of environmental conservation pursuant to the climate action fund are subject to a vote of the legislature and must be approved by a majority vote prior to implementation.
Extends the maximum number of months for the reconsideration of denied applications by the parole board for parole for certain violent felony offenses from 24 months to 60 months.
Eliminates state sales and compensating use taxes on motor fuels and diesel motor fuels; authorizes localities to eliminate such taxes at the local level; establishes various exemptions from New York's sales and use tax; provides for a sales tax exemption for housekeeping supplies and for ready-to-eat foods.
Authorizes the commissioner of labor and the workers' compensation board to issue stop-work orders; establishes procedure for the issuance of such orders; establishes penalties for failure to comply with such orders.
Excludes the five state-run veterans homes from assessments on their gross receipts received from all patient care services and other operating income; directs the Commissioner of Health to apply to the secretary of the Department of Health and Human Services for any necessary waivers pursuant to federal law and regulation.
Directs the division of criminal justice services to establish a program for the care of retired law enforcement dogs which shall cover the cost of veterinary care for retired law enforcement dogs for the remainder of the lifetime of such dogs.
Relates to purchases of food products for school meals from New York state farmers, growers, producers or processors; prohibits sale of school foods containing certain synthetic color additives; establishes a "healthy kitchens, healthy schools program" to provide grants for kitchen upgrades; prohibits school meals from containing more than 25 grams of added sugars per day, in aggregate.
Authorizes Michael J. Cappiello to purchase service credit for service with the Long Island Railroad Company police department prior to its merger with the MTA and the state retirement system.
