Consolidates and transfers the duties of the state building inspector to the state building code commissioner and establish a state building code education and training academy.

Replaces the coastal resources management council with a state department of coastal resources and transfers all of the powers and duties between the two (2) authorities.
Authorizes the department of housing to issue bonds in the amount of $50,000,000 with a maturity date not to exceed 20 years, to establish the housing production revolving fund, to promote the development of housing and ensuring more affordable housing.
Creates a custody procedure for pets in divorce and separation proceedings based on the best interests of the animal. This act would not apply to assistance/service animals.
