Regulations from the Executive in Need of Scrutiny Act of 2023 This bill revises provisions relating to congressional review of agency rulemaking. Specifically, the bill establishes a congressional approval process for a major rule. A major rule may only take effect if Congress approves of the rule. A major rule is a rule that has resulted in or is likely to result in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. The bill generally preserves the current congressional review process for a nonmajor rule.

Banning Oil Exports to Foreign Adversaries Act This bill requires the Department of Energy (DOE) to prohibit the export or sale of petroleum products (e.g., crude oil) from the Strategic Petroleum Reserve to (1) China, North Korea, Russia, and Iran; (2) any other country the government of which is subject to sanctions imposed by the United States; and (3) any entity owned, controlled, or influenced by such countries or the Chinese Communist Party. However, DOE may issue a waiver of the prohibition if the export or sale of petroleum products is in the national security interests of the United States.

Improving the Federal Response to Organized Retail Crime Act of 2023 This bill requires various federal agencies to develop a strategy to improve coordination with state and local law enforcement entities to address organized retail crime. Specifically, the bill requires the Department of Justice, the Department of Homeland Security, the U.S. Postal Service, and other relevant agencies to improve federal information sharing about organized retail crime networks; assist state and local law enforcement in compiling materials and evidence necessary to prosecute organized retail crime; and increase cooperation and information sharing between federal agencies, the retail industry, and retail crime task forces. The bill also requires the Government Accountability Office to report on coordination between the private sector and law enforcement to deter and investigate organized retail crime.
