Enacts the "fairness in cooperative homeownership act"; regulates the submission and determinations of applications for ownership of cooperative apartments.
Provides for a personal income tax deduction for school supplies paid for out-of-pocket by K-12 teachers in public and nonpublic schools, up to $500 per year.
Relates to a leave of absence for military spouses; removes the requirement that leave be used when a person's spouse is on leave while deployed to a combat theater or combat zone of operations.

Provides that a public employer is not required to pay increases in wages or benefits after the expiration of collective bargaining agreement pending negotiation of a new collective bargaining agreement.
Requires electors to vote for the presidential and vice presidential candidates in a manner representing the plurality of votes in each congressional district.
Requires all public school districts, charter schools and non-public schools in the state that participate in the national school lunch program or school breakfast program as provided in the national child nutrition act to serve breakfast and lunch at no cost to the student.
Modifies the amount of credit for cider, wine, and liquor produced in NYS under the alcoholic beverage production credit; provides parity with beer credit based on the taxes for cider, wine, and liquor.
Relates to the scheduling of a fact finding hearing after the issuance of a temporary order of protection in family court; provides that such hearing shall be scheduled no later than 14 days after the temporary order is issued.
