Prohibits fraudulent absentee ballot drop-off boxes or receptacles by making it a felony for anyone other than the board of elections to erect, display or maintain an absentee ballot drop-off box or receptacle.
Requires hospitals and medical facilities to notify nursing homes or assisted living facilities upon receipt of a positive COVID-19 test result for a resident of such nursing home or assisted living facility; provides penalties for violations.
Requires high schools in grades nine through twelve to provide a course in financial literacy; requires students to complete such course as a condition of graduation.
Relates to including rescue inhaler prescriptions for asthma and other chronic respiratory diseases for individuals under age nineteen in the statewide immunization information system.

Eliminates the ability of judicial candidates for office who are enrolled in a particular party to automatically be allowed to run as a candidate in another party's primary election.
Prohibits immigration enforcement in school settings; prohibits all public and charter schools from allowing law enforcement officials inside school property to access a student, except to address an imminent safety situation or if they have an appropriate judicial warrant or judicial order.
Requires the appointment of a Title VI coordinator at every college and university in the state to ensure compliance with Title VI of the federal civil rights act of 1964; requires the division of human rights to develop training for students and employees; requires the Title VI coordinator to notify annually all students and employees of the institution's policies and procedures for reporting discrimination and harassment.
Enacts the "gender identity respect, dignity and safety act"; relates to the treatment and placement of incarcerated individuals based upon gender identity; requires that incarcerated individuals in state and local correctional facilities who have a gender identity different from their assigned sex at birth be addressed and have access to commissary items, clothing and other materials that are consistent with the person's gender identity; establishes that incarcerated individuals shall be presumptively placed in a correctional facility with persons of the gender that most closely aligns with such person's self-attested gender identity unless the person opts out of such placement.
Protects individuals who provide or receive legally protected health activity, including reproductive health care and gender-affirming care, from criminal or civil liability or professional sanctions imposed by jurisdictions outside the state.
