Requires the division of criminal justice services and the chief administrator of the courts to track the number of permanent orders of protection issued and violated annually.
Requires police officers and peace officers to issue appearance tickets to individuals charged with certain offenses instead of arresting such individuals.
Establishes the mandatory reporting by certain professional or official persons who come into contact with mentally or physically incapacitated persons who were abused including residents of assisted living and adult care facilities who may be abused, mistreated or neglected; provides reporting procedures and grants immunity for such reporting; provides criminal and civil penalties.
Authorizes imposition of a sentence of conditional discharge pending the completion of a substance abuse treatment program licensed by the office of alcoholism and substance abuse services and approved by the division of probation and correctional alternatives for first or second conviction of certain controlled substance possession or marihuana possession offenses provided such offender has no prior violent felony convictions.
Requires that any schedule of rates or rating plan for non-commercial private passenger automobile insurance coverage submitted to the superintendent of financial services shall provide for an appropriate reduction in premium charges for any insured participating in an official police department program or other program designed to prevent or reduce motor vehicle theft.
Establishes a discount fare rate of no less than 25% for full-time undergraduate students attending an accredited college who utilize the New York city transit system, including railroad, subway and/or omnibus services.
Requires health insurance policies and medicaid to cover biomarker testing for diagnosis, treatment, appropriate management, or ongoing monitoring of a covered person's disease or condition when the test is supported by medical and scientific evidence.
Grants the legislature the authority to direct the attorney-general by concurrent resolution to inquire into matters concerning the public peace, public safety and public justice.
Provides certain legal protections for reproductive health service providers who provide legally protected health activities including protection from extradition, arrest and legal proceedings in other states relating to such services; restricts the use of evidence relating to the involvement of a party in providing legally protected health activity to persons located out-of-state.
Requires a proposed amendment to the constitution or other question provided by law to be submitted to a statewide vote be submitted to the people for their approval in plain language which is deemed to be no higher than an eighth grade reading level.
Establishes differential payment rates for child care services provided by licensed, registered or enrolled child care providers for providers providing care to children experiencing homelessness, child care providers providing care during nontraditional hours, or in other situations deemed appropriate by a local social services district.
Directs the division of criminal justice services to study, evaluate, and make recommendations concerning instances of police brutality in the city of Rochester.
Directs the department of civil service to conduct a study on competitive examinations for public employment held by the state department of civil service and by municipal commissions to determine whether the contents of such examinations have a discriminatory effect on minority examinees; requires a report on such findings to be delivered to the governor and legislature.
