Relates to employment of persons and veterans with disabilities by the state; provides up to five thousand positions may be filled by persons with a physical or mental disability and up to two thousand positions may be filled by disabled veterans and veterans with disabilities.

Relates to educating nursing home residents about the role of legal counsel in applying for Medicaid benefits; requires operators of residential health care facilities to display and provide residents with a notice upon admission regarding such resident's right to hire an attorney to assist with a Medicaid application.
Ensures that step therapy shall not apply to medically necessary prescription drugs in the dermatologic, hematology, ophthalmologic, rheumatic, gastrointestinal, neurology, and oncology therapeutic classes, including non-formulary drugs.
Requires school districts to screen for gifted and talented students; provides the parents or guardians of such students the option to opt out of such screening.
Ensures the safe and efficient delivery of materials for the timely construction of major renewable energy facilities in furtherance of the goals mandated by the New York state climate leadership and community protection act; provides that vehicles carrying materials intended for the construction of any major renewable energy facility, including oversize and superload transport vehicles, shall be permitted to travel on the thruway and state highways, on any day of the week, including Saturday and Sunday.
Prohibits an employer from requesting or requiring that an employee or applicant for employment disclose any user name, password, or other means for accessing a personal account or service through specified electronic communications devices.
Prohibits motor vehicle insurers from discrimination on the basis of socioeconomic factors in determining algorithms used to construct actuarial tables, coverage terms, premiums and/or rates.
Requires legislative approval for any change in the state agency or agency subdivision which has management and control, including but not limited to management and control over its maintenance and oversight, of any portion of the barge canal.
Establishes community literacy programs and the community literacy fund to provide grants to non-profit organizations that assist adults in reading, writing, math, English language proficiency, and problem-solving skills.
