Prohibits the use of aversive conditioning which includes any procedure which causes obvious signs of physical pain, including but not limited to hitting, pinching and electric shock; prohibits the use of any procedure or punishment which denies a vulnerable person reasonable sleep, shelter, bedding, bathroom facilities and any other aspect expected of a humane existence; defines terms.
Requires child protective services to orally and in writing disclose certain information to parents and caretakers who are the subject of a child protective services investigation; requires such oral and written disclosure to contain certain information regarding the rights of the person under investigation.
Provides for regional cannabis mentors to provide support to persons inquiring about, or participating in, the medical cannabis or adult-use cannabis industries; makes related provisions.
Requires all public and private schools to provide financial literacy education to pupils in grade eleven; directs that certain topics be covered in such educational program.
Authorizes certain emergency medical technicians and paramedics to administer certain vaccines pursuant to non-patient specific orders and under the authority of an emergency medical services director after receiving appropriate training.
Requires that a claimant alleging that the contents of a website or mobile application that describes goods and services provided at a place of public accommodation constitutes an unlawful discriminatory practice against visually and hearing impaired individuals serve written notice on the owner and provide 60 days to cure the alleged violation prior to commencing an action.
Provides that the weekly benefit which the disabled employee is entitled to receive for disability commencing: on or after January first, two thousand twenty-six shall be fifty percent of the employee's average weekly wage but shall not exceed fifty percent of the state average weekly wage; on or after January first, two thousand twenty-seven shall be fifty-five percent of the employee's average weekly wage but shall not exceed fifty-five percent of the state average weekly wage; on or after January first, two thousand twenty-eight shall be sixty percent of the employee's weekly average wage but shall not exceed sixty percent of the state average weekly wage; and on or after January first of each succeeding year, shall be sixty-seven percent of the employee's average weekly wage but shall not exceed sixty-seven percent of the state average weekly wage.
Provides that regulations shall provide for payments for the financial support of a foster child for one week following the termination of their foster care status and that such payments shall be at the same schedule and rate as when such child was in foster care.
Provides that guidelines by the state procurement council shall include certain preferences for any business located in a county within the state with a population of less than one million based on the latest federal decennial census or any small business as such term is defined in section one hundred thirty-one of the economic development law.
Requires the New York state higher education capital matching grant board to award matching capital grants totaling two million dollars for projects to implement, modify, or otherwise enhance cyber security infrastructure; makes related provisions.
Includes transgender, gender non-conforming and non-binary individuals in the social and economic equity plan of the New York state cannabis control board relating to the awarding of adult-use cannabis licenses.
Authorizes the office of special investigation to inspect serious physical injuries that may have resulted in death, or did result in paralysis, comatose, brain damage, or any other life threatening grave bodily injury as determined by the attorney general.
Enacts the "Excelsior Opportunity Accounts Act"; establishes a special fund for EO accounts within the department of financial services for certain eligible individuals born after December 31, 2025, who reside in the state, are under age 18, with household income not exceeding 700% of the poverty level; provides for contribution and investment of monies of fund.
