Directs the commissioner of motor vehicles to conduct a study to examine and update the requirements of safety inspections conducted to ensure the operational safety of all motor vehicles; requires a report; makes related provisions.
Requires persons driving on a state expressway route, state interstate route, or state thruway route to pull over and seek assistance if their vehicle is unable to exceed thirty-five miles per hour.
Prohibits the manufacture, modification, sale, transfer, equipping, use, or operation of a robotic device or an uncrewed aircraft equipped or mounted with a weapon within the state.
Repeals provisions relating to imposition of a highway use tax for the privilege of operating any vehicular unit upon the public highways of the state.
Enacts the "cannabis adult-use cultivator fairness act"; establishes any adult-use cultivator licensee that was formerly a conditional adult-use cultivator licensee may, in its sole discretion and within ninety days of the effective date of this subdivision, elect to cultivate up to twenty-five thousand square feet of flowering canopy in a greenhouse or aquaponics facility with immediate authorization to use unlimited artificial lighting.
Relates to paratransit services; directs that an applicant for recertification submit correspondence from a licensed physician in lieu of an in-person assessment.
Provides for joint and survivorship accounts; provides that absent indication to the contrary, funds remaining in such an account upon the death of the depositor shall be deemed part of the depositor's estate.
Requires the commissioner of motor vehicles to adopt rules and regulations requiring the issuance and placement of special stickers identifying alternative fuel vehicles having a gross vehicle weight of ten thousand pounds or less; requires such stickers to be easily identifiable to first responders as alternative fuel vehicles; defines alternative fuel.
Requires a notice to be provided when selling a helicopter which contains all incidents reported within the past ten years by the national transportation safety bureau or the federal aviation administration involving the make and model, or a substantially similar make and model, of such helicopter.
Relates to cannabinoid hemp and hemp extract; defines terms; provides that any orally consumed product in the form of a beverage and containing cannabinoids derived only from hemp, including cannabinoid hemp or hemp extract, with .5 milligrams or greater of total THC per container may not be sold to individuals under twenty-one years of age.
Requires stretch limousines to be equipped with roll-over protection devices such as cages or pillars and anti-intrusion bars for the purpose of protecting rear compartment passengers.
Requires helicopter pilots to have completed a helicopter safety and risk management training course utilizing a flight simulator training device certified by either the federal aviation administration or the European aviation safety agency before operating a helicopter within the state.
