Makes several amendments relative to the affordable clean energy security act establishing the act's priority over chapter 6.2 of title 42 (the "2021 act on climate").
Increases the membership of the energy facility siting board from 3 to 5 members and would revise the process of energy facility siting to mandate inclusion/participation of the host community of the facility as well as of the public and cities and towns.
Establishes the first time home buyer savings program act. Allows modifications to federal adjusted gross income for $50,000 in contributions and $150,000 of interest and dividends included in federal adjusted gross income.
Allows a modification to federal adjusted gross income of twenty thousand dollars ($20,000) of social security income for tax years beginning on or after January 1, 2024.
JOINT RESOLUTION TO APPROVE AND PUBLISH AND SUBMIT TO THE ELECTORS A PROPOSITION OF AMENDMENT TO THE CONSTITUTION -- OF THE LEGISLATIVE POWER (Proposes a state constitutional amendment that no department or other entity created by the state would have poser to incur debt in excess of $ 50,000, without express approval from the legislature and voters.)
Prohibits a private employer from mandating a COVID-19 vaccination upon any full-time, part-time, or contract employee without providing individual exemptions that allow an employee to opt out of such mandate.
Requires the state to implement the Interstate Medical Licensure Compact no later than July 1, 2024, and restores access to telemedicine for all residents and allows treatment by out-of-state providers.
Provide the maximum number of unrelated persons living together that could be constitute an individual household would not be less than one person per bedroom.
Requires verification of applicant's date of birth and either a Rhode Island driver's license or state identification number with all mail ballot, mail ballot applications and emergency mail ballots.
