Establishes a reproductive health services training and education grant program to ensure health care providers receive adequate training in abortion care.
Prohibits a person convicted of rebellion or insurrection against the authority of the United States or the laws thereof under 18 U.S.C. Section 2383 from holding civil office in the state.
Relates to physician charges for missed appointments by patients; bars physicians from charging fees if a patient arrives on time for appointment but was not seen; requires written policy about missed appointments be prominently posted in patient waiting room and included in bills mailed to patients.
Establishes the 15 member New York Asian American and Pacific Islander commission to develop policies to improve the community, economic and social well-being, and the health and educational needs important to Asian American and Pacific Islander communities in the state; to develop and coordinate statewide programs, recognizing the continuing contributions of Asian American and Pacific Islander individuals in the state; to create and implement public education campaigns regarding Asian American and Pacific Islander issues and culture; to increase the awareness among Asian American and Pacific Islander individuals of state and local resources that may benefit Asian American and Pacific Islander individuals and communities as a whole; and to undertake any other activities the commission deems necessary and applicable to support Asian American and Pacific Islander communities in the state.
Prohibits the search, with or without a warrant, of geolocation and keyword data of a group of people who are under no individual suspicion of having committed a crime, but rather are defined by having been at a given location at a given time or searched particular words, phrases, character strings, or websites.
Implements a state-wide plan to prevent and reduce the use of seclusion and physical restraint in schools; prohibits the use of seclusion, mechanical restraint, chemical restraint, and dangerous restraints that restrict breathing on students; authorizes annual appropriations to provide grants to school districts; and provides for more rapid notice to parents if restraints or seclusion is used on a student.
Requires the court to consider a child's health and safety when making a decision regarding child custody and visitation; directs the court to review certain information as it relates to allegations of child abuse, domestic violence and child safety; requires the court to appoint an attorney to represent the child when credible allegations of serious risk to the child's safety have been made.
Establishes the climate change adaptation cost recovery program to require companies that have contributed significantly to the buildup of climate-warming greenhouse gases in the atmosphere to bear a share of the costs of needed infrastructure investments to adapt to climate change; mandates that projects funded by the program require compliance with prevailing wage requirements; requires that contracts for funded projects contain a provision that the structural iron and structural steel used or supplied in the performance of the contract or any subcontract thereto shall be produced or made in whole or substantial part in the United States, its territories or possessions; makes additional provisions; establishes the climate change adaptation fund.
Establishes the "New York public banking act"; authorizes municipal and other local governments to form and control public banks through the ownership of capital stock or other ownership interests, and to loan or grant public funds or lend public credit to such public banks for the public purposes of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
Establishes the "tenant opportunity to purchase act"; prevents the displacement of lower-income tenants in New York and preserves affordable housing by providing an opportunity for tenants to own or remain renters in the properties in which they reside.
Provides that no incarcerated individual in any state or local prison, penitentiary, jail or reformatory shall be compelled or induced to provide labor against their will.
Eliminates criminal and civil penalties for possession of controlled substances; establishes the drug decriminalization task force to develop recommendations for reforming state laws, regulations and practices so that they align with the stated goal of treating substance use disorder as a disease, rather than a criminal behavior.
Relates to criminal liability for persons living with sexually transmitted infections who engage in sexual activity; repeals provisions relating to persons knowing themselves to be infected with venereal disease.
