Prohibits the operation of NYC transit authority subways or trains without at least one conductor on board; requires a conductor on any subway or train operated by such authority whenever the subway or train has more than two cars attached to the engine.
Expands who may visit local correctional facilities to include accompanying staff of legislative members and members of the department of corrections and community supervision requested by a legislative member.
Establishes visiting policies for incarcerated people, to provide incarcerated people opportunities for personal contact with relatives, friends, clergy, volunteers and other persons to promote better institutional adjustment and better community adjustment upon release.
Relates to correctional facility visits by the correctional association; authorizes the correctional association to visit correctional facilities at any time and without advance notice; grants the correctional association access to certain records and information of correctional facilities.
Requires chain restaurants to display an added sugars warning next to or directly under the name of each food item with high added sugars content wherever such food item is listed on a menu, menu board, or food tag, and by any self-serve dispensing point at which such food item is dispensed.
Establishes a task force to conduct a comprehensive study on the presence of educator diversity in the state, state actions taken to promote educator diversity, and how the state can encourage new initiatives to enhance and promote educator diversity in New York; provides for the repeal of such provisions upon the expiration thereof.
Extends the time period from eighteen years to twenty-five years that a school shall be guaranteed recovery of energy performance contract costs from energy savings incurred by school districts over that time period.
Requires the commissioner to establish Asian American, Native Hawaiian, and Pacific Islander history and civic impact curriculum or instructions for school districts.
Provides for the phase-out on varying time schedules of state use of various categories of pesticides on state property; provides that it does not apply to certain antimicrobial pesticides; requires the department of environmental conservation to adopt a pest management plan for every state department, agency, and public benefit corporation; provides for waivers and exemptions.
Creates a temporary state commission to study and investigate issues affecting reentry of women released from correctional facilities; provides for the repeal of such provisions.
