Establishes energy efficiency measures by the public service commission and NYSERDA including requiring utilities to hire and train employees who are from priority populations or living in areas designated as environmental justice communities.
Prohibits consideration of a law of another state that authorizes a child to be removed from their parent or guardian based on the parent or guardian allowing their child to receive gender-affirming care in custody cases; prohibits law enforcement agencies from cooperating with or providing information to any individual or out-of-state agency or department regarding the provision of lawful gender-affirming care performed in this state; prohibits the issuance of a subpoena in connection with certain out-of-state proceedings relating to seeking health or related information about people who come to New York to receive gender-affirming care; prohibits the arrest of a person for performing or aiding in the lawful performance of gender-affirming care within this state; relates to the extradition of gender-affirming care providers; relates to licensure of health care providers; prohibits insurance providers from taking adverse action against a health care provider who provides gender-affirming care.
Relates to providing more predictable and stable schedules for employees in low-wage occupations; provides that an employer shall pay an employee for at least 4 hours at the basic minimum hourly wage for each day an employee reports for work as instructed but is given less than four hours of work.
Permits regulatory agencies to adjust any authorized fares to account for credit card processing fees for meters used in for-hire vehicles and requires credit card processing fees to be separately stated on receipts to passengers of such vehicles.
Establishes a co-navigation services program for persons who are deaf-blind to provide services to a person who is deaf-blind that assist the person to physically access the person's environment and to make informed decisions, including providing visual and environmental information or sighted guide services and assisting with communication accessibility by communicating in the preferred language and communication mode of the person who is deaf-blind.
Sets the standards of monthly need for persons and families who receive temporary housing assistance and three meals per day or reside in a shelter for adults that provides three meals per day, shelter for families that provides three meals per day or a public home that provides three meals per day.
Repeals a provision excluding kindergartens, pre-kindergartens, or nursery schools for children three years of age or older, or after-school programs for children operated by a public school district or by a private school or academy which is providing elementary or secondary education or both from the definition of child day care.
Establishes scramble crosswalks leading to and from school buildings during times of student arrival and dismissal to ensure all vehicular traffic is stopped while pedestrians are crossing in the same intersection.
Prohibits the metropolitan transportation authority from establishing certain limitations relating to wheeled carts and the amount of time customers may remain in certain areas of subway stations and from ejecting customers for blocking free movement in a station or on a stairway, elevator, escalator, platform or conveyance.
Relates to covered developers, covered employers, covered lessees or lessors, financial assistance provided to covered developers, covered leases, and covered development projects; provides for rights of employees working under such circumstances.
