Establishes a moratorium on the adoption and/or implementation of certain local laws or ordinances, or certain rules or regulations, by a city with a population of one million or more, related to achieving certain reductions in greenhouse gas emissions.
Requires the board of elections to provide Russian interpreters at certain polling locations in cities having a population in excess of one million people.
Creates the New York state public sector employee loan forgiveness program for graduates of SUNY or CUNY schools employed in a state or local public sector position.
Relates to the misbranding of food products not containing meat; establishes a food product shall be deemed to be misbranded if the food product is labeled or branded in a false, deceptive or misleading manner that misrepresents the product as meat, meat food product or poultry.
Relates to creating a respiratory therapy demonstration program for residential health care facilities; authorizes the commissioner of health approve up to ten residential health care facilities within the state to operate respiratory therapy units.
