Provides for the establishment of residential home safety and loss prevention courses certified by the superintendent of financial services; requires insurers to provide actuarially appropriate discounts on fire and homeowners insurance premiums to those homeowners who have completed a residential home safety and loss prevention course; directs the superintendent of financial services to promulgate such rules and regulations as are necessary to implement such program and specifies certain matters which must be included in such rules and regulations; requires the superintendent of financial services to issue a report thereon.

Provides registration requirements applicable to level three sex offenders and sexual predators who are transient.

Allows for participants in World Trade Center rescue, recovery, or cleanup operations who were not members of a New York state retirement system at the time of such participation but who are now currently active members in such retirement systems to be eligible for disability benefits.

Authorizes the presentation of a New York State Cold War Commemorative Medal for active duty during the period of September 2, 1945 through December 26, 1991.

Establishes the offense of aggravated murder of a child, aggravated abuse of a child, aggravated manslaughter of a child, and aggravated endangering the welfare of a child; requires the recording of calls to the statewide register of child abuse made by mandated reporters; defines "neglected child".

Requires the installation of a master key box at each school building for building access by law enforcement and emergency responders; must meet the underwriters laboratories standard UL 1037.

Directs the department of veterans' services to conduct a study about veterans' employment review.

Authorizes the imposition of bail for certain offenses involving threats of mass harm against a school district, school, school staff or a student.

Enacts the "construction insurance transparency act" to require insurers providing coverage for liability under the scaffold law to report, on an annual basis, to the superintendent of financial services relating to its finances and claims paid thereunder.

Establishes a duty to inform certain patients about the risks associated with cesarean section for patients undergoing a primary cesarean section; establishes a duty to inform certain patients about the reason for performing a primary cesarean section delivery.

Relates to certain provisions on elevator licensing and temporary elevator mechanics; relates to civil penalties for unlicensed mechanics; clarifies inspection provisions.

Relates to licensure requirements for fiscal intermediaries under the consumer directed personal assistance program.

Limits fines for the late payment or evasion of tolls charged by a public authority to twenty-five percent of the toll owed.

Directs the commissioner of education to conduct a study of recess held in elementary schools in kindergarten through grade six.

Prevents public employers from diminishing health insurance benefits provided to retirees and their Medicare-eligible dependents or the contributions such employer makes for such health insurance coverage below the level of such benefits or contributions made on behalf of such retirees and their dependents by such public employer.
