Provides for the protection of the air quality at licensed day care centers and head start day care centers funded pursuant to federal law; requires the office of children and family services to consult with the commissioners of environmental conservation and health regarding the air quality and environmental hazards that may be involved with any new day care center or head start day care center; requires such office to consult with the department of health if any new environmental or environmental health hazard arises.
Requires a call-blocking service to be provided in state contracts that include procurement of a voice service; provides that a voice service provider shall not be subject to civil or criminal liability for failure of a call-blocking service to block a call, or mistakenly blocking a call that should not have been blocked.
Relates to pre-arranged for-hire vehicle transportation services and the maximization of universal design and accessibility by persons with disabilities.
Requires the office of mental health to convene statewide forums and listening sessions in areas with high rates of death by suicide, suicide attempts, or other risk factors associated with suicide, and high risk minority groups or special populations.
Includes bonus in the definition of wages for purposes of the labor law when the formula under which a bonus is determined is available to the employer or when the amount of a bonus has been declared; relates to the forfeit of wages.
Implements automatic market rate increases for child care assistance such that assistance will be equal to the applicable payment rate established by the department.
Relates to the imposition of penalties and remedies in suits brought for the vindication of civil rights or human rights; provides for reasonable attorney's fee and reasonable expert fees.
