Establishes a tort cause of action for the wrongful injury or death of a companion animal; provides for compensatory and punitive damages and injunctive relief and three year statute of limitations on commencement of such an action.
Relates to imposing a school impact tax on developers of non-senior housing developments to be used for the construction of new public kindergarten through twelfth grade schools.

Enacts the "public university emergency contraception education act" requiring the commissioner of public health to establish a statewide emergency contraceptive college education and awareness program to promote public awareness in colleges and universities and to disseminate informational materials related to emergency contraception.
Establishes the retrain and employ unemployed persons program providing grants to community colleges to develop training programs or improve existing workforce development programs for the purposes of training unemployed individuals for jobs in the regions surrounding such community colleges.
Relates to the procedure for filling a vacancy in the office of state senator or in the office of member of assembly occurring in a district consisting of parts of more than one county in a city with a population of one million or more; allows for independent nominating petitions to be presented and provides for a special election to be held forty-five days from the date of the governor making a proclamation for a special election.
Directs the secretary of state to publish a comprehensive list of all state sponsored novel virus related programs and resources available to consumers, student loan debtors, senior citizens, small businesses, renters and homeowners on the department of state website.
