Establishes Three King's day as a school holiday for all public schools in a city school district of a city having a population of one million or more inhabitants.
Requires public schools in any city with a population over one million that have at least 25% of students practicing a religious faith with specific dietary restrictions to offer food options which meet such dietary restrictions.
Enacts the manufacturer disclosure and transparency act requiring prescription drug manufacturers to notify the attorney general of arrangements between pharmaceutical manufacturers resulting in the delay of the introduction of generic medications.
Requires a utilization review agent to follow certain rules when establishing a step therapy protocol; requires that the protocol accepts any attestation submitted by the insured's health care professional stating that a required drug has failed as prima facie evidence that the required drug has failed.
Requires the department of education to report information regarding counselors, social workers and psychologists in schools and to implement a plan to increase the school counselor, school social worker and school psychologist to student ratio to nationally accepted standards and provide funding for such.
Relates to establishing the statewide transportation network company drivers misconduct database; requires the department of motor vehicles to establish a database and compile the names of any transportation network company drivers who have had their employment terminated due to misconduct.
Enacts the "patient privacy protection act"; prohibits ex-parte interviews of other party's treating physicians or health care providers in personal injury, medical, dental, or podiatric malpractice, or wrongful death actions.
Relates to extending the two hundred foot rule to certain treatment facilities for mental illness and chemical dependence operating under the mental hygiene law.
Enacts the "all-electric building act"; provides that the state energy conservation construction code shall prohibit infrastructure, building systems, or equipment used for the combustion of fossil fuels in new construction statewide no later than December 31, 2023 if the building is less than seven stories and July 1, 2027 if the building is seven stories or more.
Expands eligibility for the New York state excelsior scholarship award to certain applicants enrolled on a part-time basis or in a BOCES or other approved vocational program; provides criteria for eligibility, and limits on amounts and durations for any such awards.
