Requires public institutions and buildings to be equipped with opioid antagonists; directs the commissioner of general services to promulgate regulations to address the appropriate number of opioid antagonists for such buildings based on the size or occupancy of the buildings, the training of personnel and use of opioid antagonists, and any other matter deemed necessary.
Prohibits the purchase of glyphosate by any state department, agency, public benefit corporation or any pesticide applicator employed thereby as a contractor or subcontractor and the application of glyphosate on property owned, operated or leased by the state.
Prohibits insurers from restricting or imposing delays in the distribution of antiretroviral prescription drugs prescribed to a person for the treatment or prevention of the human immunodeficiency virus (HIV) or acquired immunodeficiency syndrome (AIDS).
Relates to the authority of the commissioner of general services to lease public buildings; authorizes the commissioner of general services to promulgate any necessary rules and regulations.
Relates to allowing prescriptions for controlled substances that are normally restricted to a thirty-day supply to be issued for greater than a thirty-day supply during a state of emergency.
Enacts "private environmental law enforcement act"; authorizes any private citizen who has an interest which is or may be adversely affected to commence civil judicial actions for injunctive or declaratory relief to remedy environmental harms under certain circumstances; provides that such action may be commenced against any person for any violation of an administrative or court order compelling an investigation or remediation of an inactive hazardous waste disposal site.
Lowers the blood alcohol concentration required for driving while intoxicated from .08 of one per centum to .05, and for aggravated driving while intoxicated from .18 per centum to .12.
Establishes an Alzheimer's disease outreach and education program for medical and non-medical professionals to promote earlier identification of Alzheimer's and to provide information and other assistance in finding community support for caregivers.
Requires public notice and public engagement when a general hospital seeks to close entirely or a unit that provides maternity, mental health or substance use care.
Relates to violations and a mandatory surcharge for parking in a bicycle lane which shall be paid to the clerk of the court of administrative tribunal that made the determination of liability.
