Creates privacy standards for electronic health products and services; requires consent to be given for the collection and/or sharing of personal health information or other personal data.
Enacts the "schools impacted by gross highways (SIGH) act"; prohibits the commissioner of education from approving the plans for the erection of any new schoolhouse within five hundred feet of a controlled-access highway unless the commissioner of education determines that space limitations are so severe that there is no other site to erect such new schoolhouse.
Prohibits a person convicted of rebellion or insurrection against the authority of the United States or the laws thereof under 18 U.S.C. Section 2383 from holding civil office in the state.
Provides that contributions up to the first $250 of any contribution amount shall be matchable contributions under the public campaign financing program.
Relates to physician charges for missed appointments by patients; bars physicians from charging fees if a patient arrives on time for appointment but was not seen; requires written policy about missed appointments be prominently posted in patient waiting room and included in bills mailed to patients.
Requires the office of addiction services and supports to provide contingency management services, including financial incentives, for persons with addiction disorders who abstain from substance abuse and comply with treatment objectives; provides medical assistance coverage for such services.
Establishes the 15 member New York Asian American and Pacific Islander commission to develop policies to improve the community, economic and social well-being, and the health and educational needs important to Asian American and Pacific Islander communities in the state; to develop and coordinate statewide programs, recognizing the continuing contributions of Asian American and Pacific Islander individuals in the state; to create and implement public education campaigns regarding Asian American and Pacific Islander issues and culture; to increase the awareness among Asian American and Pacific Islander individuals of state and local resources that may benefit Asian American and Pacific Islander individuals and communities as a whole; and to undertake any other activities the commission deems necessary and applicable to support Asian American and Pacific Islander communities in the state.
Prohibits the search, with or without a warrant, of geolocation and keyword data of a group of people who are under no individual suspicion of having committed a crime, but rather are defined by having been at a given location at a given time or searched particular words, phrases, character strings, or websites.
Establishes the warehouse worker injury reduction program; requires employers to establish an injury reduction program designed to identify and minimize the risks of musculoskeletal injuries and disorders among workers involved in performing manual materials handling tasks.
Provides for the regulation of all indoor and outdoor worksites with temperature protection standards and education, training and reporting requirements to ensure that employers provide safe conditions for their employees.
Increases the number of members of the public health and health planning council from 25 to 26; requires that a representative of freestanding ambulatory surgery centers be selected as a member of the public health and health planning council.
