Enacts the "New York state teleworking expansion act"; provides that each state agency shall establish a policy and program to allow employees to perform all or a portion of their duties through teleworking to the maximum extent possible without diminished employee performance.
Requires the chief administrator of the courts to provide reports on legal training programs conducted by the office of court administration, the performance of the judges and justices of the unified court system, and the security of the judicial and non-judicial officers of the unified court system.
Requires the disclosure of certain information when an agency responds to a request for law enforcement disciplinary records, including information a victim alleges regarding sexual misconduct.
Requires each institution of higher education to make publicly available its policy on notifying the parent, guardian, or emergency contact of a student under twenty-one of certain controlled substance and alcohol violations, including rule infractions, and controlled substance or alcohol related hospitalizations or overdoses; requires such colleges and institutions to conduct regular training on the Family Educational Rights and Privacy Act.
Requires certain documents and forms to be provided in the twelve most common non-English languages spoken by limited English proficient immigrants of five years or less according to the American community survey, as published by the United States census bureau.
Relates to the health, safety and human rights of incarcerated pregnant individuals, incarcerated birthing parents and their children; requires the commissioner of corrections and community supervision to establish rules and regulations relating to conditions in institutions and correctional facilities and the treatment and care of birthing parents in such institutions and facilities.
Establishes confirmatory adoptions providing for the adoption of children born as a result of assisted reproduction; allows for more than two persons to be named parents of a child; establishes presumed parentage and provides for the challenge and adjudication thereof; repeals certain provisions of the domestic relations law and the family court act relating thereto.
Allows taxpayers to contribute to the tuition assistance program fund on personal income tax forms; establishes the gifts to the tuition assistance program fund.
Prohibits the banning of books or other materials by libraries or library systems; provides that no library or library system shall receive state aid unless such entity adopts the American Library Association's Library Bill of Rights that indicates materials should not be proscribed or removed because of partisan or doctrinal disapproval or develops a written statement prohibiting the practice of banning books or other materials.
Aligns utility regulation with state climate justice and emission reduction targets; provides for a statewide affordable gas transition plan and utility home energy affordable transition programs; repeals provisions relating to continuation of gas service; repeals provisions relating to the sale of indigenous natural gas for generation of electricity.
Requires that public schools provide instruction on climate change, including but not limited to identifying the causes and impacts of climate change on individuals, environments and communities, and learning to evaluate solutions.
