Enacts the "Joseph Fletcher act"; permits certain claims by essential employees for compensation based on death due to COVID-19 which were previously denied or not timely filed.
Provides protections for telecommunications tower technicians, including requiring certain trainings during work hours without a loss of pay; requires certain reporting by bidders for telecommunication contracts.
Allows advanced emergency medical technicians to order certain controlled substances for use by a person with a substance use disorder to relieve acute withdrawal symptoms.
Enacts the college student suicide prevention act to provide for policies, guidelines and training opportunities to effectively and appropriately prevent student suicide, intervene in crisis situations, and support college communities in postvention.
Adds a person with a disability who has their primary residence in a special needs trust, or a property owner who has a tenant with a disability whose lease provides them with a life interest in the property as long as the tenant remains in residence as eligible for a real property tax exemption pursuant to section 459-c of the real property tax law.
Provides that the payment of interest on an education loan and Roth IRA deposits shall be qualified withdrawals under the New York state college choice tuition savings program.
Increases the fine on individuals who commit the crime of criminal contempt in the first degree to up to $150,000 if such crime was wilfully committed persistently and/or egregiously as determined by the court.
Establishes a co-occurring disorders patient bill of rights to be implemented by various agencies; requires a five-year plan for implementing such bill of rights.
