Provides $4 million to support after school and school vacation, summer learning workforce development programs for K-12 students with annual reports on status and programs.
Requires any benefit enhancements afforded under the employees' retirement system of Rhode Island or the municipal employees' retirement system to be amortized over individual five (5) year closed periods.
Authorizes the department of housing to issue bonds in the amount of $50,000,000 with a maturity date not to exceed 20 years, to establish the housing production revolving fund, to promote the development of housing and ensuring more affordable housing.

Amends current law to make denial of a right of footway applicable only to a private right of footway and not to the public right of footway accrued under the doctrine of implied dedication.
Prohibits contractors and subcontractors from paying employees the cash equivalent of any applicable healthcare benefit in lieu of actually purchasing the healthcare benefit. Violations would be subject to civil fines.
Amends the statute so as to conform to current statutory penalties for possession of marijuana offenses promulgated in the Rhode Island cannabis act allowing for possession of up to two (2) ounces of marijuana.
Includes the offense of second-degree sexual assault among the offenses to which there shall be no statute of limitations and provides for a ten (10) year statute of limitations for third-degree sexual assault.
Adds "loose material" to the contents of a vehicle that must be covered by a covering that must remain in place until the vehicle's contents are purged from the vehicle.
